Implemented Allow phrase in Public navigation title

It would be very helpful to allow the use of a phrase in the Public navigation title.

It already is a phrase. In this example it will be called nav.history.

This screen will always show you the master version of the phrase but if you edit the phrase in any given language that will be reflected on the front end.

To further explain...

When a Public navigation is created, XenForo will automatically create a phrase for the Title field, the phrase will be in the form of:

nav.<navigation_id>

so all we need to do is edit this auto created phrase as needed.
