Media > Add New Media > An Album > Create New Album.

If you then close the overlay, and re-open it, the overlay will refresh multiple times.

Additionally, after closing the overlay if you then click create new album it wont open at all, you have to chose the Category radio button first, and then click back down to Album to re-open it.
