I have used the search and couldn't find this suggestion.

When you put a forum offline for maintenance, updates, changes, etc. The board is only accessible for admins.

I never really understood why moderators are excluded from this. It makes sense to involve staff in changes while the forum is put offline.

So, can it please be made possible for an additional usergroup permission to allow board offline access?
