Page specific actions are always there. Watch Thread, Watch Resource, Thread Tools etc.

Don't see a reason to do it.

Tabs is a more likely possibility. There's a framework for content specific tabs on that page now. Default could be New Threads, a second tab could be All Recent Messages.
