The version and all-time rating values were inconsistent with regards to how they were called out, though the rating functionality was identical. I've made these identical: they say it's a rating and they show the current rating, though they can be hovered to rate.

The "rate this resource" option is probably the primary target for this and is specifically designed as a call to action, so that behavior stays. (Hover to rate, empty stars until then.)
